Why the route keeps returning to the middle

The petals only connect through the centre, so any path between two petals has to cross it. That is a property of the outline rather than of the carving, and it gives a flower maze a recognisable rhythm: out to a petal, back to the middle, out again.

Turn on collectable stars and that rhythm becomes the puzzle. Five stars in five petals means five crossings of the centre, and a route that genuinely covers the whole shape.
